Choosing your mechanics
Once you have brainstormed theme, it's time to think about which mechanics suit a game best.
Here are a couple of different options. I've used all of them--I've had students apply their theme to each mechanic, and I've had them go into detail on four different mechanics. Sketches are good, I'd definitely recommend that. But otherwise, it's what works for you and your students. You can also let them choose. That's worked as well.
I wouldn't skip this stage; you might if time is an issue, but a lot of good ideas can come from this.
